Notice to breeders subject to the Union legislation on Plant Variety Rights (Council Regulation (EC) No 2100/94)

The United Kingdom submitted on 29 March 2017 the notification of its intention to withdraw from the Union pursuant to Article 50 of the Treaty on European Union[1]. This means that unless the withdrawal agreement establishes another date or the period is extended by the European Council in accordance with Article 50(3) of the Treaty on European Union, all Union primary and secondary law ceases to apply to the United Kingdom from 30 March 2019, 00:00h (CET). The United Kingdom would then become a 'third country'.

Appointment of the new Vice-President of the CPVO

Following an open competition, the Council of the EU decided on 6 June 2017, on the basis of a proposal from the European Commission drawn up after obtaining the opinion of the Administration Council of the CPVO, to appoint Mr. Francesco MATTINA, as Vice-President of the CPVO for a period of five years. His term will start on a date that must be agreed upon between the President and the Administrative Council of the CPVO.

EP workshop on oversight and resources of fee-receiving EU Agencies

The European Parliament organised a workshop on 4 May 2017 in order to discuss the oversight and resources of fully self-financed agencies. The CPVO presented their views and recommendations for the committee.

The CPVO, as one of the few fully self-financed European Agencies has a tailor-made governance structure taking account of its role, in which the Administrative Council, in the presence of breeders organisations, approves the budget and human resource allocations and provides the so-called ‘discharge’ of the President.

Announcement n◦ 3/2017 of the Community Plant Variety Office. Decision of the Administrative Council of the Community Plant Variety Office on test guidelines 15/03/2017

Technical examinations which are initiated or are to be approved by the Community Plant Variety Office must be performed in accordance with the test guidelines which have been adopted by the Administrative Council. Technical examinations started prior to the decision are not affected unless otherwise announced. The plant species concerned as well as the date of the decision are accordingly published in the Official Gazette of the Office. State of play of the CPVO Strategic plan 2016-2021

The CPVO has been drafting the strategic plan for the coming years, and had launched a stakeholder consultation through an on-line survey to obtain feedback and input on the future direction of the Office.

Preparing and positioning the Community Plant Variety Office (CPVO) for the years to come requires the ambition to be a key player in the evolving Intellectual Property and plant variety landscape, the openness to developing as an organisation on the basis of a partnership approach and the necessary financial and human resources to best serve our stakeholders.
