    European Parliament resolution on the EU Commission’s Intellectual Property Action Plan for Recovery and Resilience

    On 11 November, the European Parliament (EP) adopted with a large majority (454 votes for, 94 against and 23 abstentions) a resolution in response to the Commission’s EU Intellectual Property Action plan.

    In its resolution, the EP presents a series of recommendations for upcoming EU initiatives in the field of intellectual property rights and emphasises that the protection and enforcement of intellectual property rights are of great importance for the European economy and for the recovery and resilience of the EU, especially in view of the Covid-19

    Presentation of the CPVO at the European Parliament's AGRI Committee

    On Tuesday 30 November 2021, Members of the European Parliament from the Agriculture and Rural Development committee (AGRI) held an exchange of views with Mr Francesco Mattina, Acting President of the Community Plant Variety Office, and with representatives of the European Commission.

    Mr Francesco Mattina presented the role and activities of the Community Plant Variety Office.

    Feedback request on EU policy roadmap: "Legislation for plants produced by certain new genomic techniques"

    The European Commission is currently consulting stakeholders on its inception impact assessment and policy roadmap for a future legislation for plants produced by certain new genomic techniques. The feedback period is open until 22 october 2021.

    This initiative will propose a legal framework for plants obtained by targeted mutagenesis and cisgenesis and for their food and feed products. It is based on the findings of a Commission study on new genomic techniques.

    The aim is to maintain a high level of protection for human and animal health and the environment,

    Transition period CPVO – information to stakeholders

    As communicated previously, the second mandate of Martin Ekvad as President of the CPVO ended on Tuesday 31 August 2021.

    The recruitment process for the appointment of a new President is underway and may take several weeks. Under Article 42.3 of Regulation 2100/94 the Vice-President shall take the place of the President in cases where the President is absent or indisposed in accordance with the procedure laid down in the rules established, or the guidelines issued, by the Administrative Council pursuant to Article 36(1) of the same Regulation.     "After ten years as President of the Community Plant Variety Office, my second and last mandate expires on 31 August 2021. It has been a great honour to serve the European Union in this role and a real pleasure to manage the EU plant variety protection system during the past decade.

    Technical examinations which are initiated or are to be approved by the Community Plant Variety Office must be performed in accordance with the test guidelines which have been adopted by the Administrative Council. Technical examinations started prior to the decision are not affected unless otherwise announced. The plant species concerned as well as the date of the decision are accordingly published in the Official Gazette of the Office.     Signature of new Service Level Agreement (SLA) between the EUIPO and the CPVO

    The European Union Intellectual Property Office (EUIPO) and the Community Plant Variety Office (CPVO) signed a new Service Level Agreement (SLA) which entered into force on 21 July 2021.

    The EUIPO and the CPVO operate in the field of intellectual property (IP) rights with similar operational and budgetary structures, which are based on fees charged for services provided to the industry. The EUIPO manages the registration of trade marks and designs while the CPVO is in charge of plant variety rights. Both organisations are part of a network of 48 decentralised EU agencies working

    CPVO Annual Report 2020

    The CPVO Annual report 2020 provides information on the CPVO priorities and achievements in the fields of R & D, international outreach, and the digital transformation of its core business activities, as well as on its finances and budget.

    The CPVO Annual report is illustrated with infographics, statistics and charts covering all aspects of the Community Plant Variety Rights (CPVRs) system. In 2020, the CPVO received 3 427 applications for Community plant variety right protection and granted 2 978 CPVRs.

    CPVO launches new online functionalities for applicants and title holders

    The Community Plant Variety Office (CPVO) launched an improved version of MyPVR, the online portal for users and clients of the CPVO.   

    MyPVR 4.0.0 includes a series of new functionalities, and the design, speed and user friendliness of the portal has been improved considerably:

    Once connected to the CPVO online system, users have access to the new dashboard and will be guided intuitively by the program; Applicants and holders or their procedural representatives wishing to withdraw their CPVO applications or surrender their Community
