UPOV PRISMA PBR Application tool

The CPVO is happy to join version 2.0 of the UPOV PRISMA PBR online application tool as from 09/02/2018.

The CPVO developed an online application system in the past and 96% of the applications for Community plant variety rights were filed online in 2017. UPOV released in 2017 UPOV PRISMA, whereby breeders can submit applications in any participating UPOV Members for a range of pilot species (Rose, apple, potato, lettuce and soybean). Both systems are now linked for those crops: applications for CPVR can - in addition to being filed to the CPVO directly - also be filed through the UPOV PRISMA application tool.

By joining the project, the CPVO will be the first partner to join UPOV PRISMA by way of an automatic link. By filing an application for a CPVR through UPOV PRISMA the data related to the application can be transferred directly into the CPVO online system.  This important aim could only be achieved as a result of the creative and highly qualified work from the UPOV and CPVO colleagues.

It should be noted that although an application for CPVR is filed through the UPOV PRISMA tool, the applicant needs to log into the CPVO online system to finalize and sign the application. Independently whether an application is filed through the CPVO online system or UPOV PRISMA the fees applicable for applications in the EU will apply.

For the time being, there will be no additional cost to use the UPOV PRISMA thanks to the special offer to use the tool for free until June 2018.

This achievement is the first step of a project whereby the CPVO is completely reshuffling its online application system, to be called applyfor.plantvarieties.eu. EU Member States requested access to this tool in order to enable breeders to apply at national level, in both PVR and in National Listing procedures (authorization for marketing of agricultural, vegetable and fruit species varieties). This should be the case in the coming months for applications in The Netherlands and France. When applyfor.plantvarieties.eu will be in place, it will also be possible to transfer an application before any procedure in the EU to UPOV PRISMA for a non EU PVR application. It is anticipated that UPOV PRISMA users will also have access to any procedure proposed in applyfor.plantvarieties.eu

The link with UPOV PRISMA is currently limited to a few species (Rose, apple, potato, lettuce and soybean) but more species are expected in the course of 2018.
